Unlike most of the main antagonists in JoJo's Bizarre Adventure, Enrico Pucci of Stone Ocean is driven by what he considers a noble goal, but is in reality a horrific plan. Pucci's Celestial Plan proposes a utopia for all of humanity using a cosmically powered Stand ability obtained through a specific, ritualistic method. A fateful encounter
Young Enrico Pucci, while studying to become a priest, had a fateful encounter with a mysterious man who claimed to be allergic to sunlight. A man who preached about the idea of “gravity” and how it attracts like-minded individuals. Pucci became enamored and became close friends with this man. His name was Dio Brando.
Dio and Enrico became incredibly close, so much so that some might say their relationship was quite romantic. Dio eventually shared his knowledge and wisdom about humanity and Stands with the young priest. And one day he told Pucci about his idea for “Heaven.” A world where humans would know true happiness without worrying about their future and live in bliss.

Dio wrote his entire plan in his notebook, and after his defeat it was read and subsequently destroyed by the man who killed him, Jotaro Kujo. Jotaro became the main target of Dio's remaining followers, mainly seeking revenge, while Pucci needed him for something more specific. Enrico Pucci possesses the Stand, Whitesnake, a humanoid, quasi-sentient Stand with the ability to remove the memories of someone or their Stand with a tangible disk. Pucci used Whitesnake to steal Jotaro's memories, and through it, learned of Dio's Celestial Plan and every step necessary to fulfill it.
The Way to Heaven
Dio wrote cryptic instructions in his notebook, something that only someone very close to him would decipher and be able to follow;
What you need is my Stand “The World”. What you can find beyond the powers of my Stand is where you need to go to find it
Paradise
. What you need is a trustworthy friend. He must be someone who is able to control his own desires. He must be someone who is not interested in political power, fame, wealth, or sexual desire, and who chooses God's will before the law of humans. What I also need is the lives of more than 36 humans who have sinned, because those who have sinned harbor a strong power within themselves.
There are 14 phrases we should keep in mind:
I will engrave these words into my Stand so that I will not forget them. What is most needed is “courage”; I must have the courage to destroy my Stand momentarily. As it disintegrates, my Stand will absorb the souls of the 36 sinners and give birth to something entirely new. Everything that is born will “awaken.” It will show interest in the 14 sentences that my trusted friend will say… My friend will trust me, and I will become his “friend.” Lastly, I need a suitable location. Dio's trusted friend was Enrico Pucci, who saw and loved Dio as a god. Only Pucci could fulfill this plan on Dio's behalf. And Dio's Stand The World manifested as a spirit when Sports Maxx used his Stand, Limp Bizkit, to bring him back to life as an invisible zombie using Dio's bone, a gift Pucci received from him during their time together.
During the frenzied battle in the Maximum Security Wing, Jolyne Kujo was surrounded by thirty-six individuals responsible for horrific crimes, thus fulfilling the requirement of thirty-six souls of sinners. During the battle, the essence of the World merges with these criminals, giving birth to a unique creature that will be a key factor in the rest of the plan, the Green Baby.

While each brings something new and unique to the table, there's no denying that some parts of JoJo are better than others.
After Jolyne and Anasui failed to retrieve the Green Baby, Enrico Pucci spoke the fourteen phrases to it, successfully merging with the creature, allowing Pucci and his Stand to evolve. And so came the final stage of the plan. Pucci traveled to the Kennedy Space Center, the location the coordinates pointed to, and while battling Jolyne and her crew, Pucci's new Stand, C-Moon, reached the ideal position at just the right time, further evolving into Made in Heaven, and thus, the plan reached its final stage.
The final Countdown
Pucci's Made in Heaven exerts the passive ability to gradually speed up the passage of time. And the purpose of this is the true nature of Heaven. Made in Heaven will speed up time until the universe experiences a new big bang and is essentially born anew, but containing all living people who have existed before. Heaven requires two reboots, one to deactivate it and one to complete it. With the completion of Heaven, humans will live again, but with their souls experiencing their past lives, they will have complete knowledge of their past lives, including their entire future. And through this, according to Pucci and Dio's beliefs, humans will no longer live with the terrible uncertainty of their future, they will know everything that will happen in their lives and, in theory, they will live in peace and bliss, as they do not need to worry about their fate,
