Located at Tachikawa Base, the Third Division is a branch of the Japanese Anti-Kaiju Defense Force. It operates as the primary kaiju hunting group in the world of Kaiju #8, with the team leader ironically being Mina Ashiro, the childhood friend of the series' downtrodden hero, Kafka Hibino. As children, their lives were destroyed by a kaiju attack, and this made them vow to become members of the Defense Forces and take revenge on the monsters.
This ended up coming true, at least for Mina: while Kafka merely cleans up after monster attacks, Mina ends up leading the first subgroup that ends these attacks. The Third Division is the main group seen responding to monster threats in Kaiju #8, and this has been cemented since the beginning of the series. For example, they are publicly praised for taking down monsters, while Monster Sweep Inc. employees, like Kafka, are largely ignored.
While this paints the Third Division as somewhat pompous heroes, members like Mina genuinely care about both their teammates and the civilians they protect. Fortunately, Kafka eventually earned a place within the group, which conducts its aptitude test at Tachikawa Base headquarters. The Third Division responds to all of the kaiju's problems early in the series, though their victories weren't always due to the group's veterans. For example, it was only thanks to Kafka Hibino's intervention that the team managed to defeat a kaiju fungus cluster.
They and their base were also saved by Kaiju No. 8 (Kafka Hibino's monstrous form), though once he returned to his human form, his allies were forced to hand him over to the authorities. This chain of events turns what was Kafka's dream team into a nightmare, with his former friends and allies forced to act against him. Despite this, Kaiju #8 The manga doesn't portray them as truly evil or villainous. In fact, Kafka eventually becomes a member of their greatest rival, meaning he wasn't seen as a threat.
